Revamped reform-based result-linked Power distribution sector schemes. : Ensuring operational and financial sustainability of the power distribution sector is critical to achieve the NDA Government’s vision to provide 24X7 affordable, reliable and quality power supply to all citizens. In this regard, a Revamped Reform-Based Result-linked Power Distribution sector scheme has been announced in the Union Budget 2021. The scheme will have following objectives : (i) reduction in the AT&C losses at pan India levels of 12-15% by 2024-25 (ii) reduction in ACS-ARR gap to zero by 2024-25 (iii) completion of ongoing of projects under DDUGJY, IPDS and PMD-2015. To usher in the next phase of reforms at an accelerated pace, fund release to Discoms will be contingent on initiation reform measures and achievement of results.

Providing Choice to consumer by promoting competition in power distribution.: The Electricity Act, 2003 delicensed generation of business, enabling huge investments in the generation sector that transformed the country from a power deficit to power surplus nation. Similarly, competition in transmission business has resulted in favorable results. The NDA Government strongly believes that consumers should have the choice to select suppliers based on their performance as this will automatically bring in innovations and efficiencies in distribution. The proposed Electricity (Amendment) Bill 2021, permits two or more distribution companies registered with the State Electricity Regulatory Commission (SERC) to supply electricity to consumers in a designated area of supply either using its own distribution system or by using the distribution system of another Discom. Distribution of electricity has been proposed to be a delicensed activity.
